Bavulla is an intermediary platform connecting shoppers and travelers. We are not an importer, exporter, customs broker, or freight forwarder. The traveler is 'an individual who purchases goods in Japan and carries them back to Turkey as personal baggage.' The shopper is 'a consumer who pays a traveler a gratuity to personally obtain Japanese goods.' All legal responsibility regarding customs compliance rests individually with each traveler and each shopper.

⚖️Personal Use vs. Commercial Use (Timeless Principle)

Under Turkish Customs Law (Gümrük Kanunu 4458, Article 167), the classification of goods as 'personal use' or 'commercial use' fundamentally determines how they are treated. This distinction applies regardless of current duty rates.

• ✅ Personal use conditions: Carried by the traveler as accompanied baggage / For personal, family, or friend use as a gift / Not for resale or business purposes / Reasonable personal quantity
• ❌ Signs of commercial use: Multiple identical items (especially 2+ of the same model) / Large quantities of new, sealed goods in commercial packaging / Multiple items with price tags / Declared value significantly lower than actual value

🚫Prohibited Items (Permanently Banned by International Treaty or Law)

The following items are always prohibited or strictly restricted, regardless of duty rates or thresholds. Never request or carry these items through Bavulla.

• Narcotics, psychotropic substances, stimulants (UN Single Convention on Narcotic Drugs)
• Weapons, explosives, ammunition, and replicas
• Counterfeit goods, pirated copies, trademark-infringing goods (WTO TRIPS Agreement)
• CITES-regulated wildlife and products (ivory, furs, coral, etc.)
• Undeclared large amounts of cash or securities (anti-money laundering rules)
• Human trafficking, child exploitation, or hate-related materials
• Banned pesticides, hazardous chemicals, and radioactive materials

📋Traveler's Declaration Obligations (Always True, Rate-Independent)

Regardless of duty rates or thresholds, the following obligations are permanent.

• Travelers are legally required to accurately and honestly complete customs declarations
• False declarations or concealment constitutes smuggling under Turkish criminal law, subject to criminal penalties
• Customs officers have discretionary authority to inspect and assess duties; declarants have no right to override this
• 'I didn't know' or 'I was asked to carry it' are not valid defenses
• When in doubt, declare voluntarily — voluntary disclosure generally leads to more lenient treatment

💊Medicines and Supplements

Medicines are subject to special rules that apply independently of duty rates.

• Prescription drugs require an accompanying prescription (in English or with certified translation)
• Over-the-counter medicines and supplements: a '1–3 month personal supply' is the general personal-use benchmark (excess may be treated as commercial import)
• Certain ingredients (psychotropic compounds, steroids, etc.) are strictly regulated regardless of quantity
• Bavulla takes no responsibility for medicine-related requests — travelers proceed at their own risk

💻Electronics

• Multiple identical devices raise suspicion of commercial intent
• Smartphones may require IMEI registration before use on local networks (unregistered devices may be blocked)
• New, sealed, multiple identical devices will virtually always be stopped at customs

🤝Using Bavulla Responsibly

• Keep requested items within reasonable personal-use quantities and values
• Do not request high-value, high-quantity, or potentially prohibited items
• Travelers should act as 'individual travelers,' not 'commercial importers'
